The Marine Products Export Development Authority (MPEDA) was thus established under Section 4 (1) of the Act by the Central Government by Notification in the Official Gazette vide S. O. No.2240 dated 12.08.1972 by replacing the erstwhile Marine Products Export Promotion Council, which was till then looking after the promotion of export of marine products from India.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-107aa5b elementor-widget elementor-widget-heading\" data-id=\"107aa5b\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Constitution of the Authority:\n<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b36bd54 elementor-widget elementor-widget-toggle\" data-id=\"b36bd54\" data-element_type=\"widget\" role=\"tablist\"=\"\" data-widget_type=\"toggle.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-toggle\" role=\"tablist\">\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1881\" class=\"elementor-tab-title\" data-tab=\"1\" role=\"tab\" aria-controls=\"elementor-tab-content-1881\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a href=\"\" class=\"elementor-toggle-title\">1. The Authority shall consist of following members<\/a>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-1881\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"1\" role=\"tabpanel\" aria-labelledby=\"elementor-tab-title-1881\"><ul class=\"sq_ul\"><li>a Chairman to be appointed by the Central Government;<\/li><li>the Director of Marine Products Export Development, ex-officio;<\/li><li>Three members of Parliament of whom two shall be elected by the House of the People and one by the Council of States;<\/li><li>five members to represent respectively the Ministries of the Central Government dealing with: &#8211;<ul><li>Agriculture<\/li><li>Finance<\/li><li>Foreing Trade<\/li><li>Industry, and<\/li><li>Shipping and Transport<\/li><\/ul><\/li><li>Such number of other members not exceeding twenty as the Central Government may think expedient, to be appointed by the government by notification in the official Gazette from among persons who are in its opinion capable of representing\u00ac: &#8211;<ul><li>the Governments of the States or Union Territories having a sea-coast;<\/li><li>the interests of owners of fishing vessels, processing plants or storage premises for marine products and conveyances used for the transport of marine products;<\/li><li>the interest of dealers;<\/li><li>the interests of persons employed in the marine products industry;<\/li><li>the interest of person employed in research institutions engaged in the researches connected with the said industry; and<\/li><li>Such other persons or class of persons who, in the opinion of the Central Government, ought to be represented on the Authority.<\/li><\/ul><\/li><\/ul><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1882\" class=\"elementor-tab-title\" data-tab=\"2\" role=\"tab\" aria-controls=\"elementor-tab-content-1882\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a href=\"\" class=\"elementor-toggle-title\">2. Of the aforesaid twenty members:<\/a>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-1882\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"tabpanel\" aria-labelledby=\"elementor-tab-title-1882\"><ul class=\"sq_ul\"><li>eight members shall represent the Governments of the States having a sea-coast, one each from the States of Andhra Pradesh, Gujarat, Kerala, Maharashtra, Karnataka, Odisha, Tamil Nadu and West Bengal;<\/li><li>one member shall represent the Union Territories of Goa, Daman and Diu, Andaman and Nicobar islands, the Laccadive, Minicoy and Aminidiv, Islands or Pondicherry, by rotation in that order;<br \/><br \/>Provided that, if any of the Union territories mentioned in this clause becomes a State at any time the person representing the such territory shall continue to be a member of the Authority representing the Union territory till the next constitutions of the Authority. Provided also that the above provision shall apply to the existing members representing the Union territories;<\/li><li>four members shall represent respectively the interest of owners of fishing vessels; of marine processing plants and storage premises for marine products and conveyances used for the transport products;<\/li><li>three members shall represent the interests of dealers and persons employed in the marine products industry;<\/li><li>One member shall represent the interest of persons employed in research institutions engaged in the researches connected with the marine products industry; and<\/li><li>three members shall represent other persons or class of persons, who in the opinion of the Central Government ought to be represented on the Authority.<\/li><\/ul><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1883\" class=\"elementor-tab-title\" data-tab=\"3\" role=\"tab\" aria-controls=\"elementor-tab-content-1883\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-left\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a href=\"\" class=\"elementor-toggle-title\">3. The Central Government may make such consultations as it thinks fit before appointing representatives of the interests specified in clauses (c) to (f) sub-rule (2).<\/a>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div id=\"elementor-tab-content-1883\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"3\" role=\"tabpanel\" aria-labelledby=\"elementor-tab-title-1883\"><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-274b7a4 elementor-widget elementor-widget-heading\" data-id=\"274b7a4\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Functions<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5c4a646 elementor-widget elementor-widget-text-editor\" data-id=\"5c4a646\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><p>The following are the main functions of the Authority as per the Act:-<\/p><ul class=\"sq_ul\"><li>developing and regulating off-shore and deep-sea fishing and undertaking measures for the conservation and management of off-shore and deep-sea fisheries;<\/li><li>registering fishing vessels, processing plants or storage premises for marine products and conveyances used for the transport of marine products;<\/li><li>fixing of standards and specifications for marine products for purposes of export;<\/li><li>rendering of financial or other assistance to owners of fishing vessels engaged in off-shore and deep-sea fishing and owners of processing plants or storage premises for marine products and conveyances used for the transport of marine products, and acting as an agency for such relief and subsidy schemes as may be entrusted to the Authority;<\/li><li>(e) carrying out inspection of marine products in any fishing vessel, processing plant, storage premises, conveyance or other places where such products are kept or handled, for the purpose of ensuring the quality of such products;<\/li><li>regulating the export of marine products;<\/li><li>improving the marketing of marine products outside India:<\/li><li>registering of exporters of marine products on payment of such fees as may be prescribed;<\/li><li>collecting statistics from persons engaged in the catching of fish or other marine products, owners of processing plants or storage premises for marine products, or conveyances used for the transport of marine products, exporters of such products and such other persons as may be prescribed on any matter relating to the marine products industry and the publishing of statistics so collected, or portions thereof or extracts there from;<\/li><li>training in various aspects of the marine products industry;
